In practice, as technology has advanced, the particular “narrowly defined” terminological aspect that was initially emphasized by name has blended into the general field of educational technology. Initially, “virtual learning” as narrowly defined in a semantic sense implied entering an environmental simulation within a virtual world, for example in treating posttraumatic stress disorder (PTSD). In practice, a “virtual education course” refers to any instructional course in which all, or at least a significant portion, is delivered by the Internet. “Virtual” is used in that broader way to describe a course that is not taught in a classroom face-to-face but through a substitute mode that can conceptually be associated “virtually” with classroom teaching, which means that people do not have to go to the physical classroom to learn. Accordingly, virtual education refers to a form of distance learning in which course content is delivered by various methods such as course management applications, multimedia resources, and videoconferencing.

While training management systems focus on managing instructor-led training, they can complete an LMS. In this situation, an LMS will manage e-learning delivery and assessment, while a training management system will manage ILT and back-office budget planning, logistic and reporting.
A common problem at the beginning of a term is that instructors/TAs/Facilitators notify us that they cannot see the students in their course. This is often because whoever enrolled them chose “limit to section” during the enrollment process. They are appropriately enrolled in the INIT section, but then limited to that section. Typically only teacher-type roles are in the INIT section so the students in the registrar sections are off-limits to the person who is limited to the INIT section.
To graduate, students must complete courses that involve substantial writing for a total of 24,000 words. All sections of qualified courses may not offer substantial writing in a term. Courses that count toward this requirement will be in one of three categories:

The only reason to limit someone to a section is if you are purposely trying to make sure that person only sees certain students in the course and not others, for example, if you want a TA to only be able to grade specific students. In that case, you’d have to manually create a section, put the students and the TA in it and limit the TA to the section. Students would be in their registrar section AND in the section you created. You would also need to enroll the TA to the INIT section and limit to that section as well, or you won’t be able to communicate with that TA!

Each of these numerous terms has had its advocates, who point up potential distinctive features. However, many terms and concepts in educational technology have been defined nebulously; for example, Fiedler’s review of the literature found a complete lack agreement of the components of a personal learning environment. Moreover, Moore saw these terminologies as emphasizing particular features such as digitization approaches, components or delivery methods rather than being fundamentally dissimilar in concept or principle. For example, m-learning emphasizes mobility, which allows for altered timing, location, accessibility and context of learning; nevertheless, its purpose and conceptual principles are those of educational technology.

It is highly recommended that you request your course well in advance of the beginning of the semester. Those who wait until the last minute will face much longer wait times until their course is created. It is possible your course will not be created before the beginning of the semester.
Many US states spend large sums of money on technology. However, as of 2013, none were looking at technology return on investment (ROI) to connect expenditures on technology with improved student outcomes.
If all information is correct then the system will automatically create the rosters. This is done once every hour. So it would depend where in the process the request comes in. It could be 2 hours or more before the roster is created.
