Motivation
We are and we will be sensing the planet as never before. A report from the Institute for the Future says that by 2010 there will be more than 10,000 telemetric devices for every human in the planet. If we focus on the marine domain we could ask the following: "How are we going to share information about these devices to advance marine science and predict and prevent coastal hazards?" We propose the following plan:- Work with standards organizations to pick the best standards, exercise them and advance them to bring observation system together.
- Work on and end-to-end prototype from the capturing of data from devices to the usage of these data for advance research and improve decision support systems.
- Bring together organizations with SOS experience and international ocean observing systems.
- Provide engineering report (best practices) that helps advance standards use to exchange marine observations

- The Monterey Bay Aquarium Research Institute (MBARI)
- Gulf of Maine Ocean Observing System (GoMOOS)
Work with OGC
The Open Geospatial Consortium (OGC) is a not for profit voluntary consensus standards organization, with more than 300 member organizations worldwide. Participation in OGC requires you to be part of a working group. A working group can be formed to work on an interoperability experiment, which exercises some of the standards. Fostering of this activity allows to educate the working group about the standards by a practical experience and provides feedback to OGC about the standards being exercised.
In December 2006 we started Oceans IE Phase II, which exercised different OGC services for stationary time series data and provide feedback about Sensor Observation Services implementation. The final report was submitted to OGC.
Topics of Interest for the End to End Prototype
Phase I of the oceans IE focused on in-situ stationary data from the oceans. Phase II topics of interest are detailed here. They will be discussed in the first week of the experiment,
